Do you have a gauge on the suction side? If so, what does it read when the jockey is off and when it is running?

Cannot get the jockey pump to "pick up" and build pressure more than 23psi. We have bled the line multiple times and it did not help. We hooked a garden hose from the domestic on the building and it worked fine. Any thoughts would be greatly appreciated.
