I agree with Steve's reasoning.  However, the wording of A.8.15.3.2.1
"Sprinklers at each floor level landing should be positioned to protect both
the floor level landing and any intermediate landing." leads me to believe
it's not the intent to install sprinklers beneath intermediate landings
(except the lowest one per 8.15.3.1.3).

But not the treads, and it's almost certainly not Type 'X' gyp board, right?
Splitting hairs over limited combustibility when there's exposed wood in any
compartment isn't usually a fruitful exchange with most fire officials and
based on your description, my first instinct is that these should be
sprinklered per the prescription in 13, i.e. sprinklers at both sets of
landings.

Yes. Wood Framed with wood treads. 
All the framing is covered by Sheetrock.
