Interesting question. NFPA 24 requires the forward flow test as part of acceptance testing, however is silent on providing a permanent appurtenance for doing so. NFPA 13 requires it for "all". Arguably the scope to include is in 13, so I would expect the enforcement to be on the aboveground end of the install. But that's a complex legal issue that's above my pay grade I think.
