Brian, I would lean towards Repair Garage. The IBC specifically calls out storage of commercial motor vehicles as an S-1 occupancy with a reduced fire area requiring protection. The IBC assigns the same S-1 classification and fire area for repair garages so that gives a pretty good indication that they are a similar hazard and gives you a solid reasoning if you need to "show your work" since apparatus bays are specifically designated in NFPA 13.
