Todd, 
1. Is the existing 400-gpm pump supplied from an adequate city water supply?

2. Is the city supply good enough to supply a 750-gpm pump?

3. If yes to #2, then replace the 400-gpm pump with the 750-pump or larger to 
supply the underground main system. 
If no, then you’ll need a storage tank. 

4. Not wanting to be a “tattle tail”, but you could contact the property 
insurance carrier to advise them of the deficiencies and ask them for 
recommendations.
