With reference to 8.16.4.1.1, and although it will be below 40 degrees F, would this cooler need to be protected with a dry system since it is so strictly controlled to stay above freezing?" We have reviewed NFPA 13, 2010 edition that you indicated as the applicable standard. Our informal interpretation is that since the area is not subject to freezing, a dry pipe system would not be required. Section 8.16.4.1.1 indicates that where portions of systems are subject to freezing and temperatures cannot reliably be maintained at or above 40 degrees F, sprinklers shall be installed as a dry pipe or preaction system. Note the use of the word "and" in the sentence. This means both conditions have to be true before the requirement is applicable. So, if you are installing a sprinkler system an area that is not subject to freezing, a dry pipe system is not required, even though there may not be means of reliably maintaining a minimum temperature of 40 degrees F. Also, if the area is subject to freezing, but there is a reliable means of maintaining the temperature at 40 degrees F or higher, a dry system is not required. Since the area in question is in a cooler (an enclosed environment where the temperature is mechanically controlled) where strict temperature controls are maintained between 34 and 36 degrease F, it is considered not subject to freezing. Thus, freeze protection is not required. Care must be taken in the placement of sprinklers near the discharge for the coolers if the air temperature is less than 32 degrees F. A proposal was submitted for the 2013 edition of NFPA in 13-291 Log #62 with a final action of Accept in Principle. New wording for 8.16 indicates that piping shall be permitted to be installed in areas where the temperature is less than 40 degrees Fahrenheit when heat loss calculations performed by a Professional Engineer prove that piping will not freeze. The proposed wording was challenged during the comment stage but the challenge was rejected by the Committee with a statement: Deleting 8.16.4.1.5 would preclude the use of wet systems in cold storage facilities where freezing is not a concern (i.e material stored at 38°F). ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Proposed TIAs for Antifreeze The following Tentative Interim Amendments (TIAs) have been proposed to NFPA for NFPA 13, 13R, 13D and 25.
