Fuel-Fired Equipment in Exterior Balcony Closets

"In a 13R system, is the requirement to provide a sprinkler over fuel-fired 
equipment
applicable to exterior balcony closets? The closet is separated from the 
interior
as required by the standard."

We have reviewed NFPA 13R, 2010 edition that you indicated as the applicable 
standard.
Our informal interpretation is the protection requirement does not applicable to
 such equipment for closets in this location.

The requirement for providing a sprinkler over fuel-fired equipment is not a 
global
requirement. Being located as section 6.6.6.1, it is applicable only to the 
concealed
spaces identified in section 6.6.6. Unfortunately, when the use of exceptions 
was
eliminated, such confusion has become more prevalent. It helps to sort out the 
intent
by looking back at the development of this criterion. In the 2007 edition of 
NFPA
13R, this criterion was included with the locations as one section (6.9.6). The 
allowance on exterior balcony closets was a separate section (6.9.7). As further
 confirmation of intent, the ROP for the 2002 edition (when the fuel-fired 
equipment
was added), proposal 13R-25 added the text to section 2-6 Exception 4: 
"concealed
spaces dedicated exclusively to and containing only dwelling unit ventilation 
equipment"
as not requiring protection. Note that the proposal section numbers reference 
the
1999 edition since that is the document being changed to create the 2002 
edition.

This was further clarified at the ROC in comment 13R-12 where it was identified 
that omission did not apply to fuel-fired equipment. In particular note that the
 committee statement says in concealed spaces which means as addressed by the 
section
the criterion is located within.

When this requirement was added in the 2002 edition, the allowance to omit 
sprinklers
from exterior balcony closets already existed as section 2-6 Exception 5. If the
 fuel-fired equipment criterion were a global requirement it would not have been
 located in an individual section addressing specific locations. Additionally, 
as
shown in the 2010 edition, section 6.6.4 is addressing closets and requires 
protection
when equipment is present but explicitly excludes section 6.6.7 for exterior 
balcony
closets. Although the potential for fire is the same for all fuel-fired 
equipment,
the assigned risk is not the same for different locations and the standard 
explicitly
does not require the protection to be provided in exterior balcony closets.
