Antifreeze Loop

"We are dealing with an antifreeze system that protects a cooler and freezer 
that
are located on the exterior of the main building (standalone boxes). The piping 
is fed from a wet system and the antifreeze loop is installed correctly. The 
antifreeze
system piping passes from the interior of the heated main building, into the 
cooler,
and then into the freezer. We are getting severe condensation on the outside of 
the piping in the cooler space, and this is creating a slip and fall hazard for 
the customer. The penetration between the cooler and freezer appears to be 
properly
sealed, but since the cooler is in service, it is difficult to examine or reseal
 the penetration property. There is no condensation issue between the cooler and
 the heated main building at all. The frost line after the cooler/freezer wall 
penetration
is at least 3 ft long with solid ice formed around the coupling. Is there 
anything
from a code standpoint that could be done to alleviate this problem or issue?"

We have reviewed NFPA 13, 2010 edition as the applicable standard. Our informal 
interpretation is that this is a heat transfer issue and not an NFPA 13 issue.

This is an interesting problem that is not addressed by NFPA 13 since the system
 is fine but it presents a potential slip hazard. The problem is that the 
antifreeze
solution is basically the same temperature on both sides of the freezer wall. I 
suspect there is not a problem with the seal since air is usually pulled into 
the
freezer (due to the lower temperature creating a reduction in pressure within 
the
freezer). The cold solution is causing condensation in the cooler that then 
freezes.
I would think the manufacturer for the freezer would have encountered this issue
 and may be able to provide a definitive solution. The likely solution will be 
heat
tracing and insulation. Insulation alone may be enough depending on the 
temperature
of the freezer.
