Vehicle Impact Protection of Risers

"The sprinkler system riser is a single wet pipe system with a backflow 
prevention
device in a vertical stacked position. The riser is located along the exterior 
wall
in a pallet-manufacturing warehouse. There is minimal forklift truck traffic 
around
the area of the riser. We proposed a 2-inch pipe rack system around the 
sprinkler
riser, supported by connections to the concrete floor and concrete block walls 
with
flanges and concrete anchors. NFPA 13 does not specifically indicate the method 
or methods for protecting sprinkler systems from mechanical damage. They do 
indicate
the use of steel posts, concrete barriers or other approved means. The IFC in 
Section
312 "Vehicle Impact Protection" provides direction for the design of "guard 
posts",
however not specifically stated for protection for sprinkler system risers. Must
 the method of protection for sprinkler systems risers meet the requirements of 
IFC Section 312?"

We have reviewed NFPA 13, 2010 edition and the 2012 editions of the IFC and IBC 
that you indicated as the applicable codes and standard. Our informal 
interpretation
is that vehicle impact protection is not required for fire sprinkler risers.

The requirement in the IFC in Section 312.1 is the vehicle impact protection 
required
by this code shall be provided by posts that comply with Section 312.2 or by 
other
approved physical barriers that comply with Section 312.3. Section 312 is not in
 effect unless there are other sections of the code specifying where vehicle 
impact
protection is required. The locations for fire related equipment is Section 
912.3.3
where fire department connections are subject to impact by a motor vehicle, 
vehicle
impact protection shall be provided in accordance with Section 312. The IBC has 
similar wording in Section 912.3.3. Fire hydrants in Section 507.5.6 of the IFC 
also require physical protection where fire hydrants are subject to impact by a 
motor vehicle, guard posts or other approved means shall comply with Section 
312.
There are no other requirements for the sprinkler system risers. With that said,
 fire department connections can be located at the fire sprinkler riser where 
impact
protection would be required from vehicle impact. The IFC also indicates impact 
protection for above-ground tanks in 2306.4, LP-gas storage containers in 
2307.5.3,
vaults in 5303.16.6 and 5704.2.8.6, above-ground tanks, piping, electrical 
conduit
or dispensers in 5704.2.9.7.5. This shows that Section 312 for vehicle impact 
protection
is not a blanket requirement to protect every item from vehicle impacts. The IFC
 does have requirements in Section 901.4.6 for the pump and riser room size to 
allow
clearances for equipment installation, maintenance, and unobstructed passage. As
 you noted in your question above, the NFPA 13 requirement in Section 8.16.5 is 
that sprinkler risers subject to mechanical damage shall be protected by steel 
posts,
concrete barriers, or other approved means where no details are specified by 
NFPA
13. As such, the conditions surrounding the sprinkler riser should dictate the 
type
of protection needed for the sprinkler riser. If the riser is subject to an 
impact
from a forklift truck, protection for such an event should be provided. The 
protection
that you proposed seems to be reasonable approach for this application.
