Storage Classification Using Plastic Pallets

"I have aluminum wheels stored in plastic pallets stacked 4 high to 16 ft in a 
noncombustible
metal building with a maximum roof height of 32 ft-4 in. Is this classified as 
an
exposed unexpanded Group A plastic?"

In response to your question we have reviewed NFPA 13, 2013 edition as the 
applicable
standard. Our informal interpretation is that classification of the commodity 
unit
shall be increased by one class for unreinforced plastic pallets or two classes 
if reinforced plastic pallets are used.

If the aluminum wheels are stored on plastic pallets, section 5.6.2 addresses 
the
impact by pallet types. The classification of the commodity unit shall be 
increased
one class when unreinforced polypropylene or unreinforced high-density 
polyethylene
plastic pallets are used. These plastic pallets shall be marked with a permanent
 symbol to indicate that the pallet is unreinforced. Section 5.6.2.3 addresses 
Class
I through Class IV commodities on reinforced polypropylene or reinforced 
high-density
polyethylene plastic pallets. The classification of the commodity unit shall be 
increased two classes except for Class IV commodity, which shall be increased to
 a cartoned unexpanded Group A plastic commodity. The annex gives examples that 
a Class II will become Class IV, and Class III and Class IV will become a 
cartoned
unexpanded Group A plastic commodity. Pallets shall be assumed as reinforced if 
no permanent marking or manufacturer's certification of non-reinforcement is 
provided
per Section 5.6.2.3.1. Aluminum wheels (rims) in this application would be a 
Class
I commodity. Thus the commodity class would increase by one or two classes 
depending
on the type of plastic pallet with a final commodity classification of Class II 
or Class III.

If the aluminum wheels (rims) were placed in five-sided unexpanded plastic bins,
 this would be classified as an exposed unexpanded Group A plastic. Despite the 
fact that the definition of a Class IV commodity includes some plastics within 
the
load (up to 15% by weight and 25% by volume per section 5.6.3.4.1(3)), the 
location
of the plastic and/or the material covering the exterior of the load will change
 the classification. As discussed in A.5.6.1.1, if a Group A plastic is enclosed
 in a five- or six-sided metal container, it is considered a Class II since the 
metal exterior significantly reduces how quickly the fire spreads and the amount
 of plastic involved. Conversely, a noncombustible commodity such as ceramic (a 
Class I when in single larger cartons) when heavily wrapped in tissue paper then
 placed in a corrugated box should be considered a Class III. Also look at the 
examples
of commodity classifications in Table A.5.6.3. For example, when up to 5 gal 
plastic
bottles are filled with a noncombustible liquid they are a Class I but when in a
 solid plastic crate they are a Group A plastic. There is one last variable 
discussed
in note c of this Table. The classification is affected by openings in the wall 
of the crate. As the opening become larger, it acts more like a Class III. 
Unfortunately,
the size of opening is not quantified. This doesn't really impact the decision 
on
wheels since it is related to containers of noncombustible liquids.
