AFSA Technical Update ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ A newsletter dealing with codes and other technical issues May 16, 2013 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Internal Pipe Inspections of Antifreeze Subsystems "NFPA 25 indicates in Section 14.2.2 that during a 5-year obstruction investigation, every other system can be inspected. Does this include antifreeze systems? My example is a school that has two wet systems and 13 antifreeze systems. This indicates that only one of the actual wet systems needs to be internally inspected. Is it the intent of Section 14.2.2 that we would need to internally inspect 7 of the 13 antifreeze systems? In addition, antifreeze systems have check valves. Are the check valves to be internally inspected every 5 years even if they have the 3/16-inch hole drilled in them?" We have reviewed NFPA 25, 2011 edition as the applicable standard. Our informal interpretation is that every other system shall have an internal inspection of piping every 5 years in buildings having multiple wet pipe systems. Since this application has two wet system risers, the antifreeze systems in question are subsystems of the two wet system risers. As such, each antifreeze subsystem is not required to have an internal pipe inspection. If the antifreeze systems were stand-alone system risers, then internal inspection requirements by 14.2.1 would be applicable. The Handbook commentary indicates that the inspection required by 14.2.1 should be coordinated with the internal inspection requirement of system control valves, such as required by 14.4.1.2 for alarm valves. Section 14.2.1 is not intended to place an additional burden on the property owner by requiring an additional inspection every five years. If the system is drained for another 5-year inspection, then the internal inspection of that particular system should be completed. If not, then the system should not be drained just for the internal inspection. This would also apply to multiple systems on manifolds. Section 14.2.2 indicates that buildings having multiple wet pipe systems, every other system shall have an internal inspection of piping every 5 years as described in Section 14.2.1. During the next inspection frequency required by 14.2.1, the alternate systems not inspected during the previous inspection shall have an internal inspection of piping according to Section 14.2.2.1. An alternative to opening the system is using nondestructive examinations allowed by Section 14.3.2.3 where ultrasound, x-rays, and remote video cameras can be used. Once again, this is if the system is drained for another 5-year inspection such as for the check valves. Section 14.2.2 does not absolve the adjacent riser from other inspection, maintenance, and testing requirements of NFPA 25 such as check valves. Although the check valve has a 3/16-inch hole drilled in the clapper, the check valves are still required to be inspected per NFPA 25 to verify the check valve didn't have a total failure.
