NFPA 13R Hose Stream Demand

"We are planning a NFPA 13R fire sprinkler system for the sleeping and living 
quarters
of a fire department facility.  The site has no public water supply.  The system
 will be supplied by a water tank and electric fire pump.  The water demand for 
the interior system is 90 gpm.  NFPA 13 requires 30 minutes water supply 
duration
and 100-gpm hose allowance.  Currently there are no fire hydrants planned.  Q1) 
Can this be a viable code complaint system without fire hydrants?  Q2) If so, 
will
the 100 gpm hose allowance need to be calculated into the total water supply for
 sizing the water tank?  Q3) Can the water tank be located in the fire pump room
 inside the building?"

We have reviewed NFPA 13R, 2013 edition as the applicable standard as well as 
NFPA
20. Our informal interpretation is that using NFPA 13R is an unusual design 
approach
for this occupancy and that hose allowances are not included for NFPA 13R 
designs.

A fire sprinkler system provided in a fire station is typically a NFPA 13 
design.
 Using a NFPA 13R approach is unusual.  Per our telephone conversation, you 
indicated
that a NFPA 13R system was specified for the living quarters.  The living 
quarters
are separated from the adjacent unprotected fire station by a 3-hour rated 
partition.
 For the first question, the requirement for an outside fire hydrant depends on 
the jurisdiction requirements if they have adopted Appendix C of the IFC.  
Usually,
the architect or engineer of record on the project specifies what is to be 
provided
regarding hydrants in the code analysis.  In addition, the code analysis should 
identify if NFPA 1142, Standard on Water Supplies for Suburban and Rural Fire 
Fighting
applies to this facility.  Someone should discuss with the AHJ how they intend 
to
have water supplies for exterior fire fighting operations if fire hydrants or 
other
water supplies are not provided.  Regarding question 2, the 100-gpm hose 
allowance
is not required to be included for NFPA 13R applications.  This is addressed in 
annex A.7.2 where it indicates that only the intent of NFPA 13R to reference the
 sprinkler discharge (flow and pressure), number of design sprinklers, and 
position
of sprinklers (distance from walls, ceilings, and other sprinklers) requirements
 of NFPA 13.  Other rules from NFPA 13 such as sprinklering of combustible 
concealed
spaces, hose stream demand, and water supply duration are not intended to be 
referenced
by 7.2.  It is also the intent of 7.2 to apply to those systems or portions of 
systems
that are outside the dwelling unit but have been determined to be considered 
residential
or incidental to residential and within the scope of this standard.  (Also see 
A.1.1.)
 Lastly, the tank for the water supplies can be located within the fire pump 
room
per NFPA 20.  The 2013 edition of NFPA 20 says in Section 5.12.1.1.4 that rooms 
containing fire pumps shall be free from storage and penetrations not essential 
to the operation of the pump and related components.  The annex A.5.12.1.1.4 
also
says that equipment that increases the fire hazard (such as boilers) and is not 
related to fire protection systems should not be in a fire pump room.  The water
 storage tank is part of the fire protection system so it can be located inside 
the fire pump room.
