Abandoned Sprinkler Systems

"During a remodel of an existing building, it was found that in the previous 
remodel
that the existing sprinkler piping had been abandoned and left in place.  The 
feed
main was capped at the existing riser.  A new complement of sprinklers and 
piping
was installed and supplied from the existing riser.  This was done 8 to 10 years
 ago.  Is there any place in the IBC or NFPA standards that say this pipe has to
 be removed or can it remain abandoned?"

We have reviewed NFPA 13, 2013 edition and the IFC, 2012 edition as the 
applicable
code and standard.  Our informal interpretation is that both the IFC and NFPA 13
 require that automatic fire sprinkler systems be maintained or if abandoned, be
 removed.

The requirement for keeping a sprinkler system maintained or removed in not in 
service
can be found in the IFC in Section 901.6 Inspection, testing and maintenance.  
This
section requires that fire detection, alarm, and extinguishing systems, 
mechanical
smoke exhaust systems, and smoke and heat vents shall be maintained in an 
operative
condition at all times, and shall be replaced or repaired where defective.  
Non-required
fire protection systems and equipment shall be inspected, tested and maintained 
or removed.  A similar requirement is in NFPA 13 in Section 27.2 for Inactive 
Sprinkler
Systems Abandoned in Place.  Subsection 27.2.1 states, "Where all or part of an 
inactive sprinkler system is abandoned in place, components including 
sprinklers,
hose valves and hoses, and alarm devices shall be removed."  The annex A.27.2 
also
says that the presence of a sprinkler system and components creates a reasonable
 expectation by the public that these safety features are functional.  When 
systems
are inoperable or taken out of service but the devices remain, they present a 
false
sense of safety.  Also, before taking any part of a sprinkler system out of 
service,
extreme care needs to be exercised to ensure that the system is not required, 
was
not originally provided as an alternative or equivalent, or is no longer 
required
due to other new requirements in the current codes and standards.  It is not 
intended
that the entire system or all components be removed.  Instead, components such 
as
sprinklers, initiating devices, notification appliances, and standpipe hose 
should
be removed to reduce the likelihood of relying on inoperable systems or 
features.
 Control valves and other components that are allowed to be abandoned in place 
should
have operating mechanisms removed and be painted a unique color to indicate that
 they are no longer in service.  Lastly, the owner as well as the fire official 
should be notified of the status of the sprinkler system.

or space and are seen increasingly in commercial and industrial buildings.

The Fire Protection Research Foundation initiated this project to obtain an 
understanding
of how cloud ceiling panels impact sprinkler actuation thresholds with an 
overall
goal to provide the technical basis for sprinkler installation requirements. The
 focus of this project was developing guidance for sprinkler installation 
requirements
for large, contiguous clouds by determining the maximum gap size between the 
wall
and cloud edge at which ceiling sprinklers are not effective.
