We have reviewed NFPA 20, 2013 edition as the applicable standard. Our informal interpretation is that the relief valve is provided in case the pressure-limiting device fails and allows the fire pump to run at full speed. Section 4.18.1.3 says that where an electric variable speed pressure limiting controller or a diesel pressure limiting driver is installed, and the maximum total discharge head adjusted for elevation with the pump operating at shutoff and rated speed exceeds the pressure rating of the system components, a pressure relief valve shall be installed. Variable speed controllers contain a device that controls the speed of the pump based on the pressure of the system. The failure of a pressure-limiting device would be a rare event. If the device should fail, NFPA 20 has a requirement for an automatic bypass for the variable frequency drive in an electric controller and to return to full speed through a governor control on a diesel engine. This will allow the fire pump to run at full speed. Section 4.18.1.3 requires a main relief valve to be added into the system to prevent an over-pressure in the system only if churn pressures would exceed the rated pressures of the components. A relief valve would not be required if the maximum total discharge head adjusted for elevation with the pump operating at shutoff and rated speed does not exceed the pressure rating of the system components. Section 4.18.1.2 says that pressure relief valves shall be used only where specifically permitted by this standard. The Fire Pump Handbook commentary for this section indicates that there is no section in this standard specifically permits the use of a main pressure relief valve.
