Mechanical Closets on Balcony -
NFPA 13R
"We are designing an apartment building complex with each unit having its own
mechanical
closet located outside the dwelling unit on the balcony. These closets open
only
to the balcony and there is a fire damper located at the wall where the ductwork
penetrates through to the living space. Is it the intent that all closets that
contain heat producing equipment whether inside or outside the dwelling unit be
sprinklered with or without unprotected openings to the living space?"
We have reviewed NFPA 13R 2007 edition that you indicated as the applicable
standard.
Our informal interpretation is that the protection requirement is not
applicable
to such equipment in closets outside the dwelling unit on the balcony.
Section 6.9.4 indicates that sprinklers shall be installed in any closet used
for
heating and air conditioning equipment. This addresses the closet that is
inside
the dwelling unit boundary. Section 6.9.7 indicates that sprinklers shall not be
required in closets on exterior balconies, regardless of size, as long as there
are no doors or unprotected penetrations from the closet directly into the
dwelling
unit. That is why Section 6.9.7 addresses penetrations and requires them to be
protected. The 2010 edition of NFPA 13R clarified this position with additional
text to read, "6.6.4* Sprinklers shall be installed in any closet used for
heating
and air-conditioning equipment except as permitted by 6.6.7 (6.9.4 and 6.9.7
re-numbered
to 6.6.4 and 6.6.7 in the 2010 edition)." As such, this clarifies that Section
6.9.4 does not apply for closets according to Section 6.9.7. Although the
potential
for fire is the same for all fuel-fired equipment, the assigned risk is not the
same for different locations and the standard explicitly does not require the
protection
to be provided in exterior balcony closets. The 2013 edition of NFPA 13R has
the
same wording as the 2010 edition.
