Single Interlock Preaction System Size
"We frequently have engineers, end-users, and AHJ's that require us to trip test
single-interlock preaction systems in less than 60 seconds to the inspector's
test
connection. Are single-interlock preaction systems subject to the trip times
and
testing requirements of dry pipe systems or double-interlock preaction systems?"
We have reviewed NFPA 13, 2013 edition as the applicable standard. Our informal
interpretation is that the NFPA 13 standard does not have timed water delivery
requirements for single- and non-interlock preaction systems.
Section 7.3.2.2 addresses the size of single and non-interlock preaction systems
where not more than 1000 automatic sprinklers shall be controlled by any one
preaction
valve. These types of systems should not be sized the same as dry pipe or
double-interlock
preaction systems. Dry pipe systems are sized per Section 7.2.3 and
double-interlock
preaction systems are sized per Section 7.3.2.3. Thus, there is no timed water
delivery requirement for single and non-interlock preaction systems. The
Sprinkler
Systems Handbook commentary under Section 7.3.2 indicates that the detection
systems
for the single interlock and non-interlock systems typically have a lower
temperature
rating than the system sprinklers. When so configured, the single interlock and
non-interlock systems are expected to operate more quickly than the double
interlock
or dry pipe systems. The commentary also indicates under Section 7.3.2.3 that
because
of the need to wait for the drop in air pressure, a double interlock system has
characteristics that are similar to that of a dry pipe system. Double interlock
preaction systems maintain air pressures similar to those found on dry pipe
systems
and, therefore, require the same restrictions as dry pipe systems. Chapter 11
also
delineates between the different types of preaction systems. Section 11.2.3.2.5
applies to dry pipe systems and double interlock preaction systems, the area of
sprinkler operation shall be increased by 30 percent without revising the
density.
The handbook commentary for this section indicates that the delivery of water
to
operated or open sprinklers in dry pipe and double interlock preaction sprinkler
systems takes longer than it does for wet pipe systems and non-interlock or
single
interlock preaction systems. This is different for storage applications as
noted
in Chapter 12. Section 12.5.1 states, "For dry pipe systems and preaction
systems,
the area of sprinkler operation shall be increased by 30 percent without
revising
the density." The 30 percent increase applies to all three types of preaction
systems
for storage applications. The handbook commentary indicates that storage
occupancies
is different from protecting light, ordinary, or extra hazard systems. For
light,
ordinary, and extra hazard systems, Chapter 11 does not require the increase of
30 percent for single interlock preaction systems. But for storage occupancies,
Chapter 12 requires the increase for single interlock systems to ensure that
the
water will be at the sprinkler when the sprinklers open. Also, the individual
storage
chapters have wording to the effect for the purpose of using discharge criteria
in various tables, preaction systems shall be classified as dry pipe systems.
In
the storage chapters, the size of the remote area is treated the same as the dry
pipe but there is not a maximum water delivery requirement. Lastly, there are
requirements for systems acceptance of preaction systems. The Contractor's
Material
and Test Certificate for Aboveground Piping in Figure 24.1 ask for information
for
deluge and preaction valves to record the maximum time to operate release. This
is not the same as the time water reached the test outlet for dry pipe and
double-interlock
preaction systems.

Substantiation:
The Fire Protection Research Foundation coordinated additional full scale fire
tests
at 30 ft ceilings for the protection of Exposed Expanded Plastic storage on
racks.
Previous testing by the Foundation demonstrated protocol for 40 ft ceiling
protection
at a higher design pressure. This new 30 ft ceiling information was not
available
to the technical committee during the Annual 2015 cycle of the NFPA 13 document.
The reduction of design pressure from 60 psi (the design pressure for 40 ft
ceilings)
to 30 psi is significant to the cost of the design and installation.
Emergency Nature:
Multiple concerns were raised in the technical committee debate that without 30
ft ceiling data, excessive pressure would be mandated rather than relying on
other
industry standards that had 30 ft ceiling design options. This additional
testing
provides the requested design protocol for 30 ft and lower ceilings in the NFPA
13 document.
