Just replying to myself (to help people who wanted this): 
this is easily done in a temporary way (at least on Windows). 
In a terminal window (cmd shell), all is needed is:

set lang = en
spyder

and spyder will start with the English UI (as opposed to the French default 
in my case).
I guess there is no need to have a special environment variable to make a 
more permanent change.
