Danna,
        The easiest way is to create stop.cmd and start.cmd batch files 
and use the NET STOP / NET START commands to stop or start the services. 
Then you can schedule the batch files or include them as commands in the 
defrag job.

Is there a way to automate sql services to stop and restart periodically? 
I
would like to schedule monthly defrags at night and need to shut down sql
services in order to defrag mdf and ldf files?
