Isn't 2008 the same as Vista? In that case, are you sure you have administrative rights? I'm betting user account control is limiting them at the moment. Run cmd.exe as an administrator (right click on a shortcut and choose Run As Administrator) and then see if it works. If you don't see the UAC dialog, and you haven't disabled UAC, then you're probably using a limited security token (which is the default).
