SQLite is a software library used by a wide variety of computer programs, including iTunes, Skype, Adobe Acrobat, Firefox, Chrome, Dropbox, and others. SQLite is not something that is "installed". It is a component part of those other programs.
We have found that errors like the one you are seeing often go away if you reinstall iTunes.
