OpenOffice/LibreOffice Base could probably do the trick. To set it up, you'll have to add the SQLite JDBC driver .jar to OO/LOs class path and then choose "connect to existing JDBC database" (or something along these lines) when creating the .odb file. I vaguely remember setting up such a thing a few years back for someone else and iirc it worked for the intended use back then.
