Like I said, I never knew there was a formal way to handle the CSV character in the data field, this is far more a problem of the rules/protocol never being stated completely rather than an implementation issue. Then of course there is the folks that make up their own rules too, eg, one could just as easily made the rule following the Unix "\" to delimit a special character in a data field as well.
