You can look to see how closely they follow SQLite releases, platform issues, documentation, test suites etc. There is no best unless you supply some constraints - ie what is important to you. Are you working with terabytes of data or just a few rows? What platforms? Do you want it to use JNI to an existing SQLite library or be bundled with one? Does documentation matter?
