A google search will get you a short list of candidates with the ranking
being a combination of popularity and maturity.  You can look to see how
closely they follow SQLite releases, platform issues, documentation, test
suites etc.

There is no best unless you supply some constraints - ie what is important
to you.  Are you working with terabytes of data or just a few rows?  What
platforms?  Do you want it to use JNI to an existing SQLite library or be
bundled with one?  Does documentation matter?
