No, Apple has an exception for local networks.
Plus, they don’t enforce the policy, yet.
HTTPS over local networks also isn’t really feasible since you’d have to
somehow authenticate the identity of the machine for this to make any
sense and how do you do that? Create a public registry for all your
devices on your network?
