To answer both your questions:
I believe the windows error was at the time of the "lockup", yes. 
I have not been able to replicate a "hang" while trying to get into
Spotty using either the Web UI or iPeng, both of which I've tried to
reproduce the error numerous times and unable to get the "hang", rather
things work fine. 

Any thoughts on next steps for diagnosis or testing?
