I installed Mojave from High Sierra server version. They killed server functions completely this time and to bug you they left some stuff behind to tease you. Tried the official open source route with brew httpd php etc. The end result is no functional websites at all at this moment and LMS is running without it's website. reinstalling LMS didn't help it probably needs a system level apache running
Like allways with every Mac upgrade it's something stupid and easily solved if you find out what to fix.
