It's the cp1252 in the line with the OS info. An this is what I have as well. But my LMS handles a music file with the name in question without problems. It's added after a rescan and I can play it. My LMS on Win10 uses the same Perl, AudioScan and SQlite versions as yours but I have LMS 7.9.2.
