I checked that folder now, and actually the file exists. And after the restart it gets a new timestamp, maybe that means it is being downloaded repeatedly?
Enable logging for plugin.extensions and server.plugins, check the "keep settings on restart" box, save, re-try. You should then get more information in the log about what's going on.
