Using this dependency problem, as an example:

Dependencies aren't a problem per se. It only means you need to install a few standard libraries, which should be easy enough to do.

"latest" is now 8.3.0 and, as per yesterday night, it suffers from
that.
"nigthly stable" is 8.3.1 and the problem is not there, which means has
been corrected at some time.

There's no change between these two versions related to dependencies. Most likely 8.3.1 didn't complain as you resolved the dependencies when you installed 8.3.0?

Should we expect 8.3.0 will be corrected too in the near future OR is
'frozen' untill you will promote 8.3.1 to 'latest'?

The latter. There won't be another 8.3.0.

There's no rule, nor any plan. There will be an update when it's ready. Fortunately for you you don't need any update.
