I'm not sure I fully understand all this. Pandora is an American service, paying royalties to American labels and mostly American artists (or ones who record for American labels) under American legislature. Now, what I don't understand is why would American legislative body try to prevent them from selling their services internatianlly, as long as they fulfill their domestic duties.
