The fact that it works from your friend's house but not from yours strongly suggests an issue with your router or your ISP, as you said in your original post.
Do you have any firewall settings on the router to block or permit certain ports or services, or to block connections to certain types of IP or services? I also wonder if the fact you are using a cable modem and a wireless router may be having an impact - conflicting settings perhaps? Can you borrow a router from a friend and try that at home instead?
