They may be enforced in Europhile Belgium!!!! Try elsewhere in Europe for a more balanced view, where most countries may well agree to a principle but seldom intend to enforce it. :-) Also, think just for a moment about the number of subjective 'get-out' clauses in that one statement:- 'unnecessary' (as judged by whom); voluntary (so one can choose to ignore it)!
