I am also having this problem on a SB Boom... I want 24-hr clock but I only seem to get the 12-hr clock (default). I only use MSB (no personal server) and this is configured correctly but the setting is not being pushed down. Can somebody please help? :)
Please call support and ask them to escalate the issue. I have a fix, but it has not got enough priority...
