I've had similar problems and tried a couple of different solutions
including the above as well as this
(http://forums.slimdevices.com/showthread.php?98164-Windows-8-error-message&highlight=HeavyB).
I can now open the control panel but am prompted by User Account
Control to ". . . allow the following program from an unknown publisher
to make changes to this computer?"  That is squeezebocp.exe.  I confirm
the supposed changes and don't get the message about "privileges" but it
is still a nuisance.
