Personally I think it's fine to add a po2html as an install time requirement, at least in trunk. The soft fallback could be a configure option to not generate translated error pages with a reference to where a tarball of translated error pages can be downloaded.
Okay. So how to do that cleanly and portably? I've stopped trusting /usr binary lookups on this one.
In the long run I'd like to get rid of the translated error pages, having the function of po2html built-in.
