There are some 3.4 feature polishing needed.
* We need to extend the Notes kv-pair result handling into auth and
external_acl helper APIs.
* We also need to pass note to external_acl_helper.
* We also need to C++ upgrade all the helpers and convert to the new
kv-pairs syntax
