No, but as I have said, the current Squid 3.0 Windows version is UNSTABLE, so may be that it cannot work.


FYI: I have just checked that with the latest MinGW+MSYS environment, the 3.0 Windows port seems to build correctly and starts from CMD prompt.

The build environment is "certified" for the 2.5 version only.

The 3.0 Windows version is still in an early development phase and
currently is totally unstable.
