The FTP locally does not work...!!!

Too bad. As you tried different browser I am convinced that this is not a client problem.
I assume that there is no firewall between squid and the ftp server, therefore firewall issues can be ruled out.

Can you see that the user can get log in, but the error after it makes lose the connection:

"425 Can't open data connection"

Resumming, the ftp solution does not work.

Funny log, what kind of ftp Server is this? On what platform is your squid running?

I have to ask again: Are you using any kind of authentication or a transparent setup?

Not really a solution for your problem, but check this tag in squid.conf:

# TAG: ftp_passive
# If your firewall does not allow Squid to use passive
# connections, then turn off this option.
#
#Default:
# ftp_passive on

No other ideas at the moment... Sorry.
