That would be because you did not change squid.conf for 3.HEAD. For 3.HEAD, the refresh_pattern applies to the AFTER re-write URL, whereas 2.7 applies it to the BEFORE re-write URL pattern. The same author for store*.pl has squid.conf examples - do a search on the same website.
