You included a directory listing but not a 'pwd', so I'm not sure
where the listed directory is located.  Is it /usr/local/squidGuard?
(with the appropriate capitalization?)

Does /usr/local/squidGuard/log/squidGuard.log exist?  What does it
contain?  Ownership and permissions?

Would you please post your squidGuard.conf file?
