You are being denied access by squid, not by squidGuard.  

TCP_DENIED/403 in your access.log is a squid denial.

You can test your default acl logging by removing your ip from 
squidGuard.conf, or by using the testing procedures found in #10
here: http://www.squidguard.org/install/.
