Did you set up a default ACL in your squidguard.conf to allow this particular .exe through?  Set up another whitelist db and call that workrelated or something and pass that through but block everything else.  Inside of this workrelated db, you should have files called domain and url.  Insert the url or even IP of your site into the domain file.

I have setup a extention db to block the kiddies from downloading .exe's and such which works great, except now I need to let one paticular .exe come thru that connects us to our city library. Can you tell me how to do this?
