That does make it a little more difficult to test.

How are you making that determination? How would you know if it is 
redirecting?

I'd recommend that you add a destination group and put a couple of 
domains in it. Put a log statement in the destination group so
that squidGuard will write a log entry every time it blocks for
that group.  Bounce squid and try your tests again.
