You proved to be absolutely right =)
I solved this problem ten minutes later after I sent my message to the
mailing list, desperated to solve it by myself, as always happens to
me =)

The matter is that Squid actually redirects queries to an external
program, though IT CHECKS ITS ACL TOO! I.e. both rules work.
It is a simple fact I even didn't manage to think about for 8 hours I
experimented with configs! I think it is a great omission in
configuration documentation and FAQ, which is to be corrected. Or is
it a feature of definite versions?
