I have just tried this and found that it doesn't work, do you have any other ideas?

another source of problems can be the location of squidGuard configuration file. If squidGuard is called form the /etc/squid.conf file with the -c alternate-configuration-file option (see redirect_program directive), you will have to supply the same option when you call
squidGuard -C  all  -c alternate-configuration-file
