In order for SquirrelMail 1.2.x to support Japanese you need to apply a patch for Japanese compatibility that Masato Higashiyama maintains. I assume you do not have this patch applied. http://www.yamaai-tech.com/~masato/Download/ However, you will notice that the latest patch is for 1.2.10, so you will have to use this later version (which works really well by the way) to be able to apply the patch successfully. There is also a link to a Debian woody package (with the required patch already applied), which you also have the option of using. That should get you most of the way.
