Actually,
I got it to work for a second.
I copied the file "setup.php.before_ri_once" over to of setup.php and
"security.php.before_ri_once" over top of security.php
and it worked...
then I moved it to my production directory and it died.

what is an ri_once?
And where did that file come from?
