should actually be "configure" and in the config directory should be
conf.pl

If you untarred it, you only get what is in the tarball in the location
you untarred it.  The tarball should have given you a data directory
under the "squirrelmail-1.4.1" directory, but as the docs say (check the
web site), you are advised to move that elsewhere (and create a separate
attachments directory) on your own.  Also, 1.4.2 was just released, so
you should go for that while you're at it.
