More specifically, the NTP server your server is polling for the true time is the one that needs to be in the same time zone.

You should probably be using a stratum 2 server off this list:
http://www.eecis.udel.edu/~mills/ntp/clock2b.html

They're alpha by country, so scroll down to USA and then look for your state.
