Hrm, I was just trying to work out how you'd do this, but thinking about it, you could provide the user with a configuration page that allows you to setup "local" domains. You then query the to/cc fields and establish if the mail was at least addressed to you in your domain, that is if it does NOT match an identity first. I think it wouldn't be that difficult, but I believe it might require a little source patching to see. It might be easier in 1.5 as it uses an external file to handle identities, and would probably be a breeze to apply it there...
